CENERS-K (Centre for East and North East Regional Studies, Kolkata) is an independent, non-profit strategic think tank established in 2007.

The Centre brings together scholars, researchers, and policy practitioners to examine issues of regional turbulence, development, peace, and security. Its core focus lies on Eastern and North Eastern India, South Asia, South-East Asia, and the Indian Ocean region. Through research, seminars, dialogues, and publications, CENERS-K provides a platform for informed discussion on geo-politics, geo-economics, and regional strategy. The organisation works closely with national and international institutions to promote evidence-based policy thinking and meaningful regional engagement.

OVERVIEW

  • Research Centre for Eastern and North Eastern Regional Studies, Kolkata (CENERS-K), a strategic think-tank, was established in 2007-08 by a body of eminent and knowledgeable persons, who have a sustained interest in the Eastern, North Eastern States of India and contiguous neighbours. It is a non- funded, not-for-profit, and tax-exempt organization. It is registered as a Think Tank by NITI AYOG and Nett Assessment Cell.
  • CENERS-K has organized several events related to Development, National and International Security Policy Analysis, including those focusing on energy, Environment, Ecology, Global Warming, and Water security, in Kolkata. It has arranged events in conjunction with Delhi-based think tanks, such as DPG, RIS, USI, and CSA, at Chennai, as well as at the HQ of Eastern Command in Kolkata, at various times. It has also held Seminars and Round Table Discussions in the North East under the aegis of MHA and MEA (ICWA), NEC, and NE State Govts, on request from respective CMs. Foreign delegations from the USA, China, Japan, and ASEAN nations seek us out for round tables when they are in Kolkata. Internationally, CENERS-K has MoUs with BIPPS in Bangladesh, Nova U in Slovenia, the Exchange of Research and Speakers programme with RSIS, Singapore, and Stimson Centre in Washignton DC.
  • Governors, Central Ministers, CMs of State Govts, and Hon’ble MPs at the Centre, have spoken on contemporary subjects, like Indo-China Border issues, Maoism, Democracy at the crossroads, etc. We have also had Foreign speakers on contemporary issues. Needless to mention that all our events have had considerable response. Our events are uploaded on YouTube at centers.   • Amongst many yearly Discussions and Seminars, CENERS-K has instituted an annual dialogue under the sign of R K Dutta Memorial Lecture, wherein a person of National stature is invited to speak on burning Issues. In addition, it organizes two annual large scale Seminar events on Economic Issues under the Signage of the Economic Summit and a seminar on relations with China under the signage China the Way Forward.

OBJECTIVES

  • To stimulate public interest in Geo Politics, Geo Economics and Geo Strategy, in context of The Regional and South Asian Security.
  • To provide forum for Research, Discussions, Debate on current Turbulence and Threat (T2).
  • To enthuse Military, Maritime Socio-Political, Energy, Economic, Environment, Ecology and Water (E4W) Security.
  • Sectoral Studies and Analyses of Demography and Disaster Management Capabilities (D2) within The Region.
  • Application of Development, Progress, & Policies formulated on Education, Science & Technology, IT and Electronics in The Region.
  • Rural Upliftment, Human Development and Economic Security as part of all studies.

Over the years CENERS-K has organised itself in a manner that  allows the think tank to conduct its affairs and research programmes in a manageable format which is scheduled as calendar events with the cycle of activity commencing from the agm of the year to the holding of the next AGM of the society.

The period of yearly activities, including internship programmes and research projects cover the following fixed schedules :-

  • An economic summit in partnership with a Chamber of Commerce to evaluate the national budget, assess the economic growth and shortcomings in economic activities in the north  eastern region of our country and to make recommendations to government agencies to further enhance growth and development. We invite pan – Indian economists and authoritative academics to participate as panellists.

The concept note for the debate/ discussions is drafted by the CENERS-K team of experts, ensuring it addresses all issues that are raised in government ( parliament) , media and academic circles .

  • “Annual Dialogue,”  which we refer to as the signature event/ seminar of our society; held yearly in partnership with the Indian Chamber of Commerce. We invite expert security analysts and economic dons to participate as panellists. The seminar keeps our followers informed of all aspects of our relationship with China and the situation as it exists.

A summary of recommendations is then prepared which is published in our journal and also forwarded to government agencies for their information and action they feel necessary.

  • We conduct three to four round table discussions debating contemporary events which affect our country and as an extension have an impact on the north eastern region of our country. These round table discussions are video graphed and uploaded on You Tube.

The discussions are also live streamed and a link is widely circulated to the various contacts who figure on our distribution list. A report is prepared for publishing in our journal and the report is also forwarded to government agencies who overlook the subject discussed for their information and any necessary action that they deem necessary. Most of the round table discussions have twenty or so CENERs members. We also invite some known academics and activists to get another view.

  • The society holds a yearly R K Datta memorial lecture during the calendar year ( agm to agm ) to which we invite a celebrated academic/ politician/ analyst/ social activist / celebrity to speak on a topic of the invitees choice. The lecture is then published in our journal. 
  • In addition to the above fixed calendar events of the think tank , our members get invited as CENERs delegates to participate in seminars and academic activities of other think tanks, universities, societies and non  government organisations , as also foreign consulates located in Kolkata . We selectively interact with visiting delegations  on invitation extended to our society by the consulates.
  • Lastly, our society imparts an internship programme for post graduate and doctoral students interested in international relations and security related areas of interest. Over and above this, our think tank also commissions independent  research on various aspects of art , culture, economy, demographic and tribal issues and any other issues which affect the north east region of our country.such research makes an effort to provide answers to intricate contemporary concerns .

  • CENERs also publishes a journal “ The Calcutta Journal of Global Affairs “ . The journal is a double- blind peer -reviewed / refereed and university grants commission approved journal (under ugc- care, arts &humanities citation index ). It has a distribution list of nearly 2200 universities world wide which accesses the quarterly published copy of the journal.
